MER taxonomy v1 (stub)
MER uses a fixed per-pack taxonomy (3–8 items). No free-text MER, to reduce ambiguity and prevent abuse.
Rules
- MER selection is limited: ≤3
- Taxonomy is published in the signed registries bundle (SSoT)
- Receivers use MER as a missing evidence request — not as a legal claim
